ABSTRACT
A careful examination of the information available for the ‘sixties suggests rather low urban unemployment rates for India. Using more ‘generous’ definitions of unemployment makes very little difference and the much higher live register ‘estimates’ are totally unreliable. Also it is clear that literates up to and including secondaries who are in their twenties face a serious unemployment problem. The problem facing graduates is less serious and it is suggested that an employment policy which puts all the emphasis on eradicating graduate unemployment may in fact aggravate the unemployment problem.
