ABSTRACT

A secretly negotiated agreement for peace between the Palestine Liberation Organization (PLO) and the State of Israel was announced in august 1993. People were aware of difference between a Declaration of Principles and negotiation of a peace agreement between the PLO and Israel, entailing the ending of Israels military occupation of the West Bank and Gaza and leading to the creation of an autonomous or independent Palestinian authority in territories. The PLO and a majority of Palestinians hopes for an accommodation, including the creation of an independent Palestinian state on the West Bank to be secured for them by an outside power that could coerce Israel into agreement, namely the United States. The Palestinians aim to extract as broad and generous an advantage from the Oslo Accord as the Israelis aim to keep its implementation on the ground as limited and controllable as possible.
