ABSTRACT
While a great deal has been written about Soviet Jewish emigration, the policy of the Soviet authorities toward Jewish emigration has been touched upon only sporadically and eclectically. It has been generally accepted that the basic approach of both party and government was negative, and that when concessions were made enabling a certain number of Jews to leave, this was the result of external pressures and constraints.
