International Security Structures and the Baltic Region: The Implications of Alternative Worldviews

The United States and the other Western democracies are having difficulty in determining what they will want and need in international structures for the post-Cold War world. Debates persist about the expansion of NATO, and even about whether NATO should be maintained. Concepts of collective security and regional security are juxtaposed against the question of ‘security against what?’, while formerly ‘neutral’ countries like Sweden pose the same question as ‘neutral against whom?’
