ABSTRACT
The first professional and organized form of intelligence system in Russia was created during the reign of Ivan the Terrible. Its creation was part of sweeping reforms introduced by the Tsar in order to consolidate his hold over the country, and to reap the greatest possible political and economic benefits from his rule.
