Arie Shirom
This article describes and analyses the development and early attempts to implement the policy of incorporating government acute-care hospitals during the 1990s. The first section outlines the general background to the attempted hospital reform. The next section describes the state of the reform in those hospitals that had begun the incorporation process. The concluding section analyses the merits and demerits of specific policy alternatives for the continuation of the process.
