Water Policy in Israel 1948–2000

This article investigates water policy in Israel during the years 1948–2000. Suggesting that water policy making changed from anticipatory to incremental, reactive and finally to a period of crisis management, the research examines potential explanations for this transformation in Israeli water policy. A prevailing policy paradigm can be discerned for these four periods, each with its own definition of problem and solutions of water policy in Israel.
