ABSTRACT

There were important differences between the procedure adopted in the negotiations from 1961 to 1963 and that adopted in the negotiations from 1970 to 1972. This is clearly reflected in the difference between the titles of the two Conferences in which the negotiations were conducted. There was a great deal of discussion and uncertainty, before negotiations began in 1970 as to what their character and their procedure should be. After the formal proposals made by the Community on the procedure and character of the Conference, which the author was glad to accept, it was necessary to take a decision on the rhythm and periodicity of meetings. The author's contacts with the Chairman of the Deputies before formal meetings grew increasingly useful as the end of the negotiations approached. The crucial decision about the composition and work of the United Kingdom Delegation was that whereby the author and its other senior members retained their position in the Whitehall Departments.
