ABSTRACT

This chapter describes and evaluates the impact new public management (NPM) has on the organization and management of human resources in scientific research in New Zealand. It considers the idea that there is a globalized form of public sector management, often referred to as NPM and then developments over the last twenty years in public sector reform in New Zealand are reviewed. The chapter traces the relationship between the introduction of NPM in the management of scientific research in New Zealand and its implications for organizational restructuring and changes in Human Resource Management (HRM) systems. Team leaders at farm research do, however, now have their rewards more appropriately aligned with the new organizational direction. Farm research, by the very nature of its business, has a huge commitment to staff development. One approach currently under review at farm research is to introduce profit-related bonuses at the team level.
