ABSTRACT

This chapter explains how successful negotiation to resolve intense military disputes rests heavily on improvisation within the framework of a well-developed model of dispute-resolution. The model in question is Lawrence Susskind's three-stage model, as described in his book, Breaking the Impasse. Stage 1: Pre-negotiation: Scheduling. Stage 2: Negotiation the Sarajevo airport negotiation provides a useful illustration of Stage 2 of Susskind's model. In one of the most important negotiations of the civil war, Sarajevo airport was now open to bring in humanitarian aid. Stage 3 of Susskind's model: the implementation/post-negotiation phase, which may represent as follows: Stage 3: Implementation/post-negotiation: Monitoring/verification. The success of each of the three stages described above often depends on the practitioner's ability to 'think outside of the box'. It is for this reason that the chapter ends with six methods designed to help all of us to think more productively and creatively in order to solve the tasks inherent in each stage of the model.
