ABSTRACT

In January 1994, the Government published the Green Paper Access to Local Authority and Housing Association Tenancies: A Consultation Paper (Department of the Environment, 1994a). The document proposed changes to the way in which local authorities should discharge some of their housing duties. Whilst the consultation paper contained wide-ranging recommendations, the specific aim of this chapter is to consider the proposal for local authorities to accommodate homeless households in the private rented sector. Drawing on several pieces of research recently completed in the Centre for Housing Policy, at the University of York, three crucial issues that arise from this proposal will be considered. Firstly, access to the private rented sector for homeless households; secondly, meeting rent payments in the private sector; and thirdly, the future of the private rented sector.
