ABSTRACT

The purpose of this chapter is to put forward a framework for evaluating the efficacy of an outcome measurement scheme. After an introduction to the concept of outcome, it discusses the rationale for measuring outcome. It then asks the question: whom is an outcome measurement scheme intended to serve? There follows a description of a simple model of the managerial process underlying the outcome measurement philosophy. It comprises a measurement stage, an analysis stage and an action stage. The chapter concludes with the key issues emerging from the discussion.
