ABSTRACT
One of the most pressing issues in our society is that of deciding who is responsible for the care of the dependent elderly and how this responsibility should be shared among individuals, families, and government. Both the United Kingdom and Israel have developed policies which focus on community care and that recognize and support the roles of families as caregivers. By examining their systems, valuable insights may be learned that may contribute to the development of policies in the United States.
