ABSTRACT

The 1996 federal welfare-to-work program (Temporary Assistance to Needy Families, or TANF) contains a variety of policy measures designed to reduce dependency and promote self-sufficiency. Within these policy constraints and opportunities, social service agencies and their community partners are transforming themselves as they make the change from eligibility determination to employability enhancement. The shared goal is to build a more comprehensive social service system that enables low-income individuals and families to become self-sufficient.
