ABSTRACT
Recommendations for the reform of education, both P–12 and postsecondary, almost always include calls for increased collaboration. Educators are urged to collaborate among themselves, with business and community leaders, and with parents and human service agencies, to name a few. However, collaboration is not an easy entity to capture. Calling a meeting does not a partnership make.
