ABSTRACT

As we approach the twenty-first century, we see a significant shift in the political and social geography of the developing countries in the world. The dismantling of communist regimes, the devolution of colonialism, and the push towards privatization have heightened America's responsibilities both in developing countries and at home. Diverse opportunities now exist for U.S. community colleges to become involved in assisting the movement of developing countries toward greater self-reliance, in improving the quality of life, in promoting educational reform, and in implementing new technological and educational services.
