ABSTRACT
I must confess that, while engaged in the preparation of this paper, I have been, at times, troubled by the title of this panel discussion and especially by the necessity to define the term “responsible parties.” There is a possibility that the opinions in regard to the meaning of the term might be of considerable variety and that in speaking of responsible parties abroad the participants in this session might develop their analyses within various frameworks which they consider most logical or appropriate to their respective geographical areas.
