It isdifficull lo rend a newspaper or magazine, turn on the radio or television, without noting yet another article or program on the changing demographics of America. “Minorities becoming majorities” and the “browning of America” are some of the ways this change has been phrased. Change in the city of Monterey Park began years ago. The Anglo population dropped from 85 percent in 1960 to 51 percent in 1970. By 1990 the percentage of people of color increased to 88 percent (Horton 1989; Ong 1991).
