ABSTRACT

Three themes seem to run through many of the papers in this volume which have implications for New York State policy. The first one is the element of provision of services. Second, there seem to be very positive feelings now toward continuing care retirement communities, which was not the case earlier, and third, there is a great concern over protection of the resident or the potential resident of such communities. New York is the only state in the union with prohibitions against life care through all health care levels—one state out of 50.
