ABSTRACT
While Continuing Care Retirement Communities (CCRCs) are currently not permitted in the state of New York, this chapter on “Programmatic and Operational Problems” is not a mere philosophical abstraction. Fortunately, the states of Massachusetts, New Jersey and Pennsylvania have had direct experience in establishing and operating CCRCs which they were willing to share with us.
