ABSTRACT
The following is a condensed report of a workshop during the course of which several legal issues were addressed that constitute barriers to the development of continuing care communities in the state of New York. Continuing care is defined for this paper as independent living with a health care component; not a priority admission into a health care facility but a continuing care agreement providing health care.
