ABSTRACT
It seems that almost every day newspapers and broadcast media carry stories about government regulation of health, safety, and environmental risks. The reported issues range from regulation of carcinogens in foods, to setting standards for automobile safety, to restricting the application of pesticides that pollute the environment.
