ABSTRACT

"How safe is safe enough?" is a question that is increasingly asked about the hazards from using technology in our society. (1) "Are Nuclear Power Plants Really Safe?," "11,000 Industrial Waste Disposal Sites a Hazard to U.S. Citizens," and "Saccharin May Cause Cancer" are common headlines. Such examples illustrate various types of technology that evoke the question "How safe is safe enough?" Additional examples are easy to suggest. However, clearly defining what is meant by "How safe is safe enough?," which is our purpose here, is not at all easy.
