ABSTRACT
The nature and substance of the collective international response to terrorism is far from well defined, although domestic intelligence organizations are in regular contact. The dissemination of valuable information on the terrorists does occur and, on a more obviously practical level, anti-terrorist units have combined to deal with a specific terrorist act. However, because certain countries either harbor or sponsor terrorist groups, it remains extremely difficult to present a united worldwide front to deal with terrorism.
