ABSTRACT

The “single market” programme was designed to complete the internal market among member states of the European Community, now the EU. In 1985, the European Council agreed to the creation of a single European market by the end of 1992 and this commitment was reflected in the Single European Act of 1987. The single market programme was widely referred to simply as “1992”: its aim was to create a single market by removing the remaining nontariff barriers to trade among the member states.
