ABSTRACT
Over the past 30 years the European Community and the EU have developed an impressive array of environmental policy instruments, so that, at first sight, the policy appears to be a highly successful example of cooperation and integration. Environmental policy is now firmly embedded into the treaties and enjoys widespread public support. There have been policy successes, yet the EU’s European Environmental Agency, along with many others, believes that environmental progress overall has been poor.
