ABSTRACT
Policies, issues, and activities related to culture in the EU cannot be understood at a theoretical or practical level outside the wider context of the EU’s development and transition from a trading community to an as-yet ill-defined fledgling federal state, a process in which the Single European Act was of fundamental and unambiguous importance, and the Maastricht Treaty on European Union its logical extension.
