ABSTRACT
The European Community had no official relationship with the Soviet Union until the late 1980s and trade relations were based on bilateral agreements with individual member states. This was largely a result both of the Soviet government’s negative perception of the Community as the economic arm of the western alliance and the Community’s reluctance to afford recognition to the Council for Mutual Economic Assistance (CMEA, or Comecon) as an international institution comparable to itself.
