ABSTRACT

European nation-states have become intensely interdependent. They can no longer discharge their responsibilities with respect to the economy, security, or ecology except by working together. Their citizens need a large, open economy in which the new technologies can flourish; they need effective control over crossborder pollution; and they need a stable European system that minimizes threats to security. The EU will stand or fall by its contribution to fulfilling these conditions of citizens’ well-being.
