ABSTRACT
The nature of political integration is as much a political issue as it is an intellectual matter. What the EU is and what it should become are matters that exercise politicians and mass publics alike, across the continent. The rival ideas of a European “superstate” or federal state versus a looser, more flexible, community, in which national units remain integral, is the raw stuff of these debates as they are played out in the various member states.
