ABSTRACT
The European Union as we know it today is the product of a long history of change. This history is continuing and not only is change continuous in the Union, but it can be more formative than change in nation states. Because the EU is a new body, without a clear and agreed final destination, some changes can alter its very nature, leading to talk of the inherent instability of the Union.
