ABSTRACT
Whereas the desire to protect and improve our lakes may arise from the purest, simplest motivation to conserve nature’s creation, the work of lake stewardship quickly encounters complexity. We are blessed with the fact that all levels of government have expressed their concern about water resources, but we are also cursed with an amazingly complex regulatory structure that few mortals can negotiate successfully. Our present circumstances are indeed the product of many different approaches to managing water resources.
