ABSTRACT

This chapter aims to take all possible steps to prevent the pollution of the sea by substances that are liable to create hazards to human health, to harm living resources and marine life, to damage amenities, or to interfere with other legitimate users of the sea. It also aims to prevent pollution of the sea, by prohibiting the dumping of harmful substances from ships and aircraft, and by providing for a system of permits or approvals for the dumping of other substances. The Oslo Commission and the Paris Commission work together and have a common secretariat. The declarations of the ministerial-level North Sea Conferences have laid down principles and targets for the reduction of marine pollution in the North Sea, including dumping. Some of these have been implemented within the framework of the Oslo Convention. Dumping of any materials requires a permit or approval from the appropriate national authority or authorities.
