ABSTRACT

This chapter aims to provide international standardization, through certification procedures, of limitations on aircraft and engine emissions in the vicinity of airports. It shows that replacements with newly designed engines employ the best available emissions-reduction technology. All International Civil Aviation Organization (ICAO) member States are potentially involved, although in practice only those ICAO member States manufacturing aircraft and engines are directly involved. Administrative functions under the Chicago convention are performed by the ICAO secretariat in Montreal. Annex 16 was originally drafted by a committee of experts nominated by member States plus observers from international organizations. Annexes to the Chicago Convention on International Civil Aviation are adopted and revised by the ICAO Council upon recommendation by the expert committee. A problem of major concern to developing countries is the potential for unilateral or regional operating restrictions on older aircraft not conforming to Annex 16.
