ABSTRACT

Having slipped to FÍ38.1 billion (or 0.48% of GNP) in 1996 and expected to reach no more than Ff36 billion (or 0.45% of GNP) in 1997, French overseas development aid (ODA) continues the worrying decline that began in 1995. The cuts have been over and above the pessimistic forecast contained in The Reality of Aid 97. Since 1994 (when aid reached a record level of Ff47.0 billion, or 0.64% of GNP), French ODA has fallen by 5-10% per annum in real terms, a drop of nearly 23% in the three years to 1997.
