ABSTRACT
In June 1998, the Government of Uganda (GOU) launched the Poverty Action Fund (PAF), an initiative with donors (both multilateral and bilateral) to mobilise financial resources for spending in the social sector. The social sector is defined to include education, health, roads, water and sanitation.
