During 1998, the Council for International Development (CID) conducted research into NZODA performance on poverty issues. Its report emphasised:

The government’s lack of any timetable for reaching the 0.7% GNP target for NZODA;

The lack of a clear poverty-focused programme;

A strong imbalance between senior secondary/tertiary education and basic education;
