ABSTRACT
The continuing decrease in development aid from Belgium is likely to have been arrested since 1998. New structures should enable the administration to perform better. This in itself improves the quality of development spending – within the existing budget – but it also takes the wind out of the sails of everyone opposing budget increases on the grounds that ‘the administration is not able to disburse the committed resources properly’.
