ABSTRACT
Because of the prolonged recession, the outlook for Japan’s aid programme is pessimistic. Although the anticipated cut in the aid budget in 1999 1 was avoided, the net disbursement of aid has been in decline since 1996. There is increased pressure from the business community to ‘retie’ aid.
