ABSTRACT
Annex //specifies the characteristics which identify waste as hazardous. There is, however, a catch-all provision which makes substances subject to regulation under the Convention if they have been declared hazardous and banned or if registration has been refused or cancelled by the country of manufacture. An additional list of regulated substances may arise from the provisions, which requires the Parties to inform the Secretariat of any substances not in Annex I which, under their national laws, are defined as hazardous. Similarly, radioactive wastes which are subject to international controls systems because of their characteristics are covered by the Convention.
