ABSTRACT

This analysis takes as its key point of departure the overwhelming scientific evidence that action on climate change is urgently needed. Given the widespread and devastating impacts that can be expected from unchecked climate change, combating climate change is a shared global priority. The developed countries certainly must lead, as they have committed to do as Annex 1 signatories to the UNFCCC. But the participation of the developing countries – especially emerging economies such as China – is indispensable. Even if the world’s developed countries were to entirely eliminate their emissions, emissions would still need to be curbed significantly in developing countries to keep global concentrations within acceptable levels.
