ABSTRACT
Schools must be well-ordered communities if they are to educate children effectively. One of the key ingredients of successful teaching and learning is an atmosphere of care, security and respect, within defined boundaries of behaviour. In this respect, rules have an administrative justification – being time and context specific, as well as moral necessities. Where misbehaviour occurs, pupils cannot learn effectively.
