ABSTRACT

VSO is an agency that provides low-cost technical assistance to support the work of other development agencies. Typically individual volunteers (‘VSOs’) are placed within the staffing structure of an indigenous agency, be it a government department or a local NGO. Occasionally they may work for a development project run by an external agency. For VSO therefore, scaling-up is not usually about running the same project on grander lines. Rather it is about identifying a successful VSO posting and then working with the employer to see how it could be replicated on similar lines through their organisation.
