ABSTRACT

Transport is heavily implicated in a range of pollution problems, including smog, acid rain and global warming. Pollution is treated by the transport system as a largely uncosted externality. The increase in passenger transport energy use reflects long-running social and economic trends. An environmental audit (EA) of transport policy is not directly concerned with measuring accessibility but cannot avoid having implications for it. The Departments of Transport (DTp), and of Trade and Industry (DTI) are at best ambivalent about the shifting emphasis. Long-run sustainability depends on effective integration of land use, energy and transport planning. This chapter provides an overview of transport trends and environmental issues. It investigates how to tackle the transport State of the Environment auditing (SoE) and explores the choice of indicators and targets. It evaluates the transport policies and discusses on the problems of achieving policy consistency. The chapter provides the review of Internal Practices.
