ABSTRACT

The non-governmental organisation (NGO) sectoral meetings continued to run parallel to Cooperation Committee for Cambodia (CCC) activities, though not administered by the CCC. Many existed prior to CCC and participants felt that these structures were sufficient for their needs. By August 1992, the membership had risen to 47 and the international aid community increasingly looked to the CCC as a convenient access point for information exchange. Thai policy towards the first mass flow of refugees in 1979 was inconsistent, allowing some to stay and sending others back. At the beginning of 1982, the United Nations declared the emergency period over, resulting in the withdrawal of most multilateral agencies and a substantial decline in western assistance. The period leading up to the Paris Agreement was characterised by a liberalisation inside the country which enhanced the overall effectiveness of NGO work.
