ABSTRACT
This chapter discusses the SEA for Hertfordshire County Council's structure plan. Hertfordshire is a mixed urban and rural area, covering some 164,000 hectares. It is located to the north of London and has one of the highest population densities, outside of the major cities, in the UK. It also has the second highest level of car ownership of any of the shire counties.
