ABSTRACT
According to Title XII of the Treaty on European Union, the trans-European transport networks (TENs) should help to achieve the objectives of completing the single market and ensuring economic and social cohesion, particularly with regard to oudying regions. The establishment of integrated high-quality transport networks throughout the EU and beyond its frontiers is therefore considered a priority task (CEC, 1993a).
