ABSTRACT

Addressing the relationship between trade and environment has become an integral part of any strategy for promoting exports of developing and developed countries in order to enable them to compete in the world market. First, with regard to the Preamble of the 'Marrakesh Agreement Establishing the World Trade Organization (WTO)', no one denies the importance assigned to the protection and preservation of the environment in the Preamble. Second, the Marrakesh Ministerial Decision on Trade and Environment was clear in setting the terms of reference for WTO work on trade and environment. Trade measures are one of the options in the package of instruments that can be used to achieve multilateral environmental agreement (MEA) objectives. The future will carry with it an interesting and a multifaceted debate on the interlinkages between trade, investment, the environment and development.
