ABSTRACT

Trade and the environment is an area with enormous dangers. There is a clear policy risk that environmental measures might be used to act as a cover for trade protection. Globalization of opportunity will, and must, be accompanied by globalization of responsibility, just as nationalization of opportunity was accompanied by nationalization of responsibility. The two rule systems for global responsibility in the second half of the twentieth century, the trade rule system and the environment rule system, are among the most significant political accomplishments in period. The trade culture is a culture of deal-making. The trade culture, for reasons that are all to do with the necessity of deal-making, is a deeply secretive culture. The environment rules, partly because of the pressures that have led to them, have been enormously inclusive and participative in both intent and in culture.
