ABSTRACT

The Integrated Pollution Prevention and Control (IPPC) Directive places duties on those installations that come under it to: take all appropriate preventive measures against pollution; prevent significant pollution; avoid waste production at source; recover waste or, where that is not reasonably practicable, dispose of waste in such a way as to minimise its environmental impact; use energy efficiently; prevent accidents and limit the consequences of those that do occur; avoid land contamination. The Directive will be brought into UK law under the Pollution Prevention and Control (PPC) Regulations 2000. One important feature of all PPC permits is that of monitoring and measuring. The consumption of raw materials and the emissions to air, land and water will need to be quantified. All monitoring data will need to be reported to the regulator and be placed on the public register and the Internet. Operators will therefore need reliable systems.
